USEFUL AND CONSTRUCTIVE, AND TWO HOURS By Aghavni Haroutiunian, translated by L.H Sargsian-Aliev recurrent meeting and the next visit of the Co-chairs to the region OSCE Minsk Group Co-chairs qualified January 28 meeting between Armenian President Serzh Sargsian and Azerbaijani President Ilham Aliyev in Zurich as constructive and useful. The Co-chairs arrived in Davos to participate in the World Economic Forum and to hold the meeting in the framework of the Forum. At 11.50 am local time, the Armenian President arrived at Zurich Radisson-sas Hotel, and then the Azerbaijani President came. OSCE Minsk Group Co-chairs Yuri Merzlyakov (Russia), Matthew Bryza (USA), Bernard Fassier (France), also the Foreign Ministers of the two countries and the Personal Representative of the OSCE Chairman-in-Office Andrzej Kasprzyk participated in the third meeting of the Armenian and Azerbaijani Presidents. The meeting lasted for two hours. A little after it Armenian and Azerbaijani Foreign Ministers Edward Nalbandian and Elmar Mammadyarov passed on some information to the journalists. By the way, though the Azerbaijani Foreign Minister underlined that only the Armenian journalists were present there, he answered our questions. Armenian Foreign Minister Edward Nalbandian mentioned that the meeting was constructive and useful. According to him, it was the continuation of the meetings that had started in St. Petersburg and Moscow "in a good atmosphere; the two Presidents spoke of some dynamics, and that the meetings take place periodically". According to Edward Nalbandian, there is some progress; after each meeting the two Presidents understand more clearly the positions of the sides, those difficulties and obstacles to the settlement way. Anyway, after a month the Co-chairs will visit the region. Mammadyarov, in his turn, agreed with his colleague adding that the sides should find lines of contact to go forward. "We also think that there is some dynamics, and we, with my colleague, should continue our efforts", he mentioned. Basing on the main principles being worked out at present, Mammadyarov mentioned that there is a comprehension of some of the principles. "Some issues of the main principles still remain unagreed and unresolved; and that is the meaning of holding similar meetings". Nalbandian added that at present the aim of the meetings is to work out the principles and reach an agreement about them. Only after some agreements, the sides will start the works on the framework document. To the question of "Azg" daily about the number of unagreed principles Mammadyarov answered, "In the context presented to the Co-chairs, and then the continuation of it in Madrid and then in Helsinki, we discuss three-four principles. There is a comprehension of some of them, but they are up in the air, and it’s a question of time how they will be formulated. One or two of the principles are problematic, and we should find mutually acceptable variants on them". "Comprehension of this or that principle does not mean that they are agreed", Armenian Foreign Minister Edward Nalbandian added. The Co-chairs Matthew Bryza and Bernard Fassier informed that at the end of February or at the beginning of March they will again visit the region. |
